Unintended Consequences of Same-day Registration

Rockville, MD.  Election Integrity Maryland (EIM) President Cathy Kelleher today criticized the proposal to open same-day registration for early voting in Maryland.

“The Maryland legislature undoubtedly approved this bill with only the best intentions – unfortunately there are substantial unintended consequences that all voters could suffer in future elections. We could easily witness drops in participation and confidence in our election system – the same issues this legislation is supposed to address.”

Election Integrity Maryland questioned the claim that enactment of the bill can easily boost voter participation.

“Proponents of the legislation argue that this law will boost voter turnout – an argument hardly based in any statistical fact or probability. Maryland consistently out-performed the national average on voter turnout in the past three presidential election cycles, often by wide margins. We’ve consistently turned out the vote better than states like Florida, Virginia and New York. Introducing such a radical change in our administrative processes can jeopardize that trend.”

Kelleher further argued:  “If the bill should be enacted over increasing concerns of voter suppression, we need to listen to what our local election administrators are actually saying on the matter. In the past month, True the Vote released a study regarding suppression complaints in Maryland. They found only one complaint – an instance that Prince George’s County formally contested.”

EIM also raised concern over the unfunded mandate and added manpower burden the bill would create locally.

“Our state is growing – budgeting $125,000 per year is a joke. How can we expect our polling sites to become one-stop shops with no financial or logistical support from Annapolis? The policy proposal is precarious enough on its face. Half measures can be catastrophic for all involved. With enactment of this bill, Maryland can set national records for long lines at the polls.”

Kelleher finally acknowledged the issue of voter fraud with the same-day registration proposal.

“Proponents of this legislation may scoff at the issue of voter fraud, but they’re taking a dangerously narrow view of the problem. Roughly 75 percent of Americans register great concern for election integrity in their support for voter ID, according to The Washington Post. How can Marylanders have confidence in a new election process that is comically under-funded in a growing state? Minnesota, a same-day registration state, leads the country in cases of voter fraud. Maryland voters should not be forced to assume the same risk of fraudulent behavior occurring as seen elsewhere.”

True the Vote President Catherine Engelbrecht echoed EIM’s concerns over the same-day registration bill.

“We’re seeing a national trend of state lawmakers pushing through election  legislation with lofty titles and intentions, leaving local voters and  election administrators to deal with the reality of long lines and  limited resources. Voters’ rights are compromised when political  interests take precedence over those of the county election boards and  the citizens they serve – and that is exactly what appears to be  happening in Maryland.”

Wendy Rosen’s Plea Agreement

North Potomac, MD.

Election Integrity Maryland (EIM) President, Cathy Kelleher, today responded to the plea deal reached between Wendy Rosen and the Maryland State Prosecutor’s Office.  According to the Baltimore Sun:

Former Maryland congressional candidate Wendy W. Rosen pleaded guilty Friday to voting illegally in two elections and will serve five years probation and pay a $5,000 fine.

The 58-year-old Rosen, who won a Democratic primary last year to challenge Republican Rep. Andy Harris in Maryland’s 1st Congressional District, cast ballots in 2006 and 2010 in Baltimore County even though her legal residence was in Florida. The revelation last September ended her run.

She must also perform 500 hours of community service.

EIM’s Kelleher said, “We applaud the State’s prosecutor’s office for pursuing this case and delivering a strong message that any attempt to undermine election integrity in Maryland will not be tolerated.  Every registered Maryland voter needs to be assured that his or her vote counts.”

Maryland’s Vulnerable Online Ballot System

Rockville, MD. Election Integrity Maryland (EIM) President, Cathy Kelleher, today responded to the Washington Post’s article, Maryland’s proposed online ballot system called vulnerable to cyberattack.

“There is an inherent danger in adopting online voting. Government, media, banking institutions, corporations and even the Pentagon have proven to be vulnerable to cyberattacks. We should not be quick to expose the integrity of our voting system to such attacks.”

Kelleher further warned: “The introduction of online voting and same day voting will ultimately lead to universal voting, which would jeopardize free and fair elections.”

What is universal voter registration? Author John Fund has described it as follows:

[Universal voter registration] means all of the state laws on elections will be overridden by a federal mandate. The feds will tell the states: ‘take everyone on every list of welfare that you have, take everyone on every list of unemployed you have, take everyone on every list of property owners, take everyone on every list of driver’s license holders and register them to vote regardless of whether they want to be . . .

MD: Voter group says Maryland leaves polls open to election fraud

FREDERICKSBURG — While Virginia’s attorney general investigates the activity of a rogue Republican voter-registration worker, Democratic election officials across the border in Maryland are turning a blind eye to thousands of reported cases of potential voter fraud in that state.

Election Integrity Maryland, a nonpartisan group, says it has identified some 11,000 “irregularities” on voting rolls around the state. The cases include hundreds of dead people, as well as voters who have moved decades ago, but remain on the rolls at their vacated addresses.

EIM says the state’s slow-moving bureaucracy leaves Maryland open to wide-scale vote fraud.

Voting From the Grave in Maryland

Salisbury, MD.  Election Integrity Maryland today announces that it has found evidence of Marylanders voting from the grave.

While just scratching the surface of voter roll research, having looked at 35,000 voter registration records so far in Maryland, EIM has discovered 1,566 names of deceased still on the voter rolls.  Of these names, apparently two voted and three registered to vote after their deaths.

According to Cathy Kelleher, president of EIM, “Over the past seven months, we have submitted our findings to Maryland local and State Boards of Elections, and still await their confirmation that appropriate action has been taken to make sure our voter rolls are up-to-date in accordance with federal and state laws.”

“There is still time to clean up our voter rolls in this state before the November election,” Kelleher continued.  “Indeed, they need to be clean before early voting starts on October 27.  Time is of the essence.”

Election Integrity Maryland is researching Maryland’s voter registration rolls, using publicly available information.  Since February, they have submitted more than 11,000 irregularities in the voter rolls to the MD State Board of Elections and to local Boards of Elections in Anne Arundel, Baltimore, Montgomery and Prince George’s Counties.  The Boards still are investigating the group’s findings.

Making Elections Fair

New group is training poll watchers to guard against fraud and irregularities

Election fraud strikes at the heart of our political system and threatens our freedom. When fraudulent votes cancel out legal votes, our rights as citizens are diminished. Free and fair elections are our American birthright, and citizen initiatives to safeguard voter integrity are a welcome development, supporting and supplementing the work of boards of elections across the country.

In a state such as Maryland, where voter ID is not required, the administration of polls is critical to the success of an election that is free of irregularities. This is the goal of Election Integrity Maryland (EIM).

What is an irregularity? It can be a clerical or mechanical error. It can also be a misunderstanding or an intentional misrepresentation.

Added to this, the antiquated voter rolls of many states add a layer of uncertainty and leave the door at least partially open for the possibility of voter fraud. In February, The Pew Center on the States issued a report, “Inaccurate, Costly and Inefficient,” stating: “Approximately 24 million voter registrations in the United States — one of every eight — are no longer valid or have significant inaccuracies … Nearly 2 million deceased individuals are listed as voters. Approximately 2.75 million people have registrations in more than one state. About 12 million records have incorrect addresses …”

Poll watchers and challengers are an integral part of the Maryland election system and the laws that govern it and provide an added level of protection against irregularities at the polls.

Election Integrity Maryland created our training strictly following the regulations outlined by the Maryland State Board of Elections. In fact, our training guide was reviewed and approved by the board.

Our poll watchers are trained in a two-hour webinar; there is no pre-screening of registrants. We invite volunteers statewide to undergo the training and receive a “diploma” demonstrating they have completed their training and are prepared to serve in the polls.

EIM is nonpartisan. Once trained, our volunteers are encouraged to contact candidates, central committees or interest groups (e.g., parties on either side of the various referendums that will be present on the upcoming ballot) of their choice to volunteer to represent their interest in polling locations throughout the state. In essence, our trained poll watchers become the eyes and ears of the candidates, central committees or interest groups.

In contrast to what some have asserted, our volunteers are not focusing on largely minority precincts. On the day of the general election, poll watchers will be on hand mostly in their own precincts or districts, whether minority precincts or otherwise.

Volunteer poll watchers have just one item on their job description: observation. Poll watchers are not allowed to interact with voters. They are limited to speaking only with chief judges. They will take notes if they see something that appears out of the ordinary; note zero counts on the voting machines before voting commences; observe the placement of tamper tape at the end of the day; and note if anyone who requires assistance in voting does not receive it (or if a poll worker provides “too much” assistance).

No one in Maryland is prevented from voting. If someone is mistakenly omitted from the voter rolls, the voter is offered a provisional ballot and the Board of Elections will straighten out the confusion at the close of the election. If someone shows up at the wrong location, he or she will be instructed where their correct voting location is.

The goal of Election Integrity Maryland is to be a “help mate” of the election process in Maryland. We are not adversaries. While EIM is modeled after the True the Vote initiative begun in Houston in 2010, EIM has no official relationship with True the Vote. EIM is a nonprofit, 501(c) 4 corporation.

The Board of Elections, Election Integrity Maryland, True the Vote and the American people all want the same thing: an election where the outcome is not suspected of being manipulated by any person, party or special-interest group.

Voter Fraud is No Laughing Matter

Voter fraud is not funny. But it was almost comic to watch earlier this week Maryland Democrats sanctimoniously drop Wendy Rosen, the candidate running against Republican Rep. Andy Harris in the 1st Congressional District.

“Today, the Maryland Democratic Party took immediate and decisive action and demanded the withdrawal of Wendy Rosen as nominee for US Representative in the 1st Congressional District after allegations of electoral law violations were brought to our attention. In addition, at my direction, the Maryland Democratic Party submitted a letter to the Attorney General and State Prosecutor outlining all information regarding the alleged violations. Any effort to corrupt or misuse the electoral process is reprehensible, wrong and must not be tolerated.

I guess that is why Ms. Lewis and fellow Democrats are such strong supporters of voter identification laws.

What Voter Fraud?

Salisbury, Maryland.   For those who deny that voter fraud occurs in Maryland, former congressional candidate Wendy Rosen tells a different story.

On Monday, Rosen suddenly withdrew from her race against MD Rep. Andy Harris when it was discovered that she had voted in multiple elections both in Maryland and in Florida in 2006 and 2008.

“How many more Wendy Rosens are there on Maryland’s voter rolls?” asks Cathy Kelleher, president of Election Integrity Maryland, whose group is researching the MD voter rolls.  “We’ve identified several hundred duplicate registrations so far, and much research remains to be done.  Most of these duplicates are tied to voters registered both in MD and in another state.”

Anne Arundel Voter Rolls Cited For Possible Irregularities

Salisbury, Maryland.  Election Integrity Maryland (EIM) continued to challenge Maryland’s voter rolls by submitting its sixth set of documents to the State Board of Elections, citing possible irregularities in the state’s voter registrations.

Last Friday afternoon, August 3, EIM submitted 668 names of registered voters in Anne Arundel County, whose registrations may not be accurate.  A total of 1,400 Anne Arundel County registrations have been reviewed so far.

The findings include:  voters registered at places of business with no residential facility; voters no longer living at the address on their registration; voters who remain on the rolls as “inactive” after missing two presidential election cycles; and even one voter registered out of a vacant lot.  Fifty-nine voters, apparently deceased, remain on the rolls.

EIM President, Cathy Kelleher, says her group of volunteers continues to research the database of Maryland voters.  “We want to be helpful to the Boards of Elections, as they work continually to keep the voter rolls in compliance with federal and state laws.  We’re finding that there is room for improvement.”

Since February, EIM has presented documentation of possible irregularities in the voter rolls of Anne Arundel, Baltimore, Montgomery, and Prince George’s Counties.

More Challenges Made To Voter Registrations

Salisbury, MD. Today, the citizen watchdog group Election Integrity Maryland (EIM) submitted a second set of challenges to voter registration rolls in Prince George’s County. The first challenges were submitted last month.

EIM is researching publicly available data to determine if voter rolls in Maryland are up-to-date, in accordance with state and federal requirements. What the organization is finding are inaccuracies which may be due to clerical error, oversight, or failure to update the registrations.

“We know that time is of the essence to make sure the rolls are accurate, as each day we get closer to the November election,” said EIM president Cathy Kelleher. “And, according to Maryland law, no changes can be made to the rolls from 21 days before an election until 11 days following an election.”

Kelleher says her organization is helping the Boards of Elections by turning over its findings and directing the Boards to possible irregularities. “We have asked the Boards, both at the state and local levels, to let us know how else we may be of assistance in making sure Maryland’s voter rolls are the model of accuracy.”
